Where is the turn signal switch located in a 199 oldsmovile cutlass?

My blinkers and flashers exertion sometimes, however, 90% of the time they don't . I keep reading about this being caused by the turn signal switch being bad or something.
Can someone tell me where the switch is located in a 1999 oldsmobile cutlass.

Basically the steering column under the steering wheel. Assuming there are no problems with the wiring, it could also be a defective flasher. That is by behind the glove compartment, but not always.

I ran into a puzzler where my blinkers don't work anymore. I replaced the flasher and checked my fuses, but I still have the issue. Now I have to replace my turn signal switch. What is the approach for doing that? And do I need any special tools?
