I have a 2001 Saturn Lw200 Wagon. The car was working entertaining, and I parked it and got out for the Cimmerian dark. I have tried turning the steering pivot while turning key, but it is locked also (like ordinary it seems). The keys labour in the door locks and all other places, decent not in the ignition. Check the ground coming from the starter Motor.
Like you said, no clicking from the relay so there is no limit going to the starter motor. Clean off the terminals if they look slightly corroded.
