I cannot find the timer anywhere!!! Can I exactly shut the breaker off?

Effective, but you might want to check what else that breaker handles first...in case it's something you'd like left on.

Does Anyone know how to program a noma outdoor light timer??

It is the 2 button digital kind

When you seal off it in use the top button to adjust it to the current time, then push the bottom button. Next is the time you want the lights/slab heater etc to turn on, then Press the bottom button again, and punch in the time you want your lights to turn off.

That should do the outwit.

Are there outdoor light timers that will turn on lights (door lights) rather than using a switch?

The lights are already installed (via a pattern "hard wiring")and are activated by a standard on off switch. I would love to know if there is a will that exists that would be able to turn on and off the light either by solar activation or by a timer.

There are both. You can acquisition a photocell socket that goes between the bulb and your fixture socket and will turn your light on at sundown and off at sunup. There is also an electronic switch that you can program to move your lights on and off at times you determine. It goes in place of your current switch and is available at most large tools retailers.
