What uses less energy 2 CFL light bulbs or a fluorescent fixture with 2 T8 bulbs?

I dire to add 2 light fixtures to my attic. Would it make more sense to put in 2 incandescent fixtures with 2 CFL bulbs or 2 fluorescent fixtures with 2 T8 bulbs?


The CFL lamps are commonly 13 watts each. The t-8's are 32 watts each. So the CFL would use less power. Neither will industry well in the cold of an unheated attic.
