What uses less energy 2 CFL light bulbs or a fluorescent fixture with 2 T8 bulbs?

I dire to add 2 light fixtures to my attic. Would it make more sense to put in 2 incandescent fixtures with 2 CFL bulbs or 2 fluorescent fixtures with 2 T8 bulbs?

The CFL lamps are commonly 13 watts each. The t-8's are 32 watts each. So the CFL would use less power. Neither will industry well in the cold of an unheated attic.

did the electronic ballasts that run them succeed in at the same time, or were t8's once run on magnetic ballasts? also when did electronic ballasts come into the industry?
t8's, as in the kind that replaced the older t12's
