Wal Mart but Dollar Tree has them cheaper. If you can*t find the twist in kind; invest a few bucks in some colored Christmas lights 100 to a string for a buck.
Use cup hooks to concatenate them up.

If you possession of to Costco or Sam's Club, those are the best places I've found. They have packs of 4 to 6 compact fluorescent bulbs (depending on weight) for about $10. Here is a list of Costco Stores near San Diego:
