I'm planning on getting a adapted to mac EM710 Multimeter. I'm not too sure how to check the fuse on the unit. The unit also comes with an amp clamp. hence the concern Non-Standard irregardless the fuse.

the fuse is only habituated to to protect the meter when reading in the current mode. you can remove the fuse and check its continuity with the multimeter in the ohm purpose (fuse not needed here).

Electrical testers look like screwdrivers but have no instructions/precautions. How are they used safely?

Sounds like you have a "sniffer tester". Im an electrician and I will never depend my way of life on one of those cheapies. If this is the tester you touch up to a insulated wire and it lights up and beeps, then this will never be a safe tester.
