How many volts does a home appliance outlet have in china? and what kind of tips should the plug have?

Should the tips be living quarters? round? etc...)

not dependable on the voltage but you can use both round and flat tips, having said that not all flat tips fit into all points, I have some power points where set things can and can't plug in. Get at least one adapter just to make sure.

Covered up Appliance Outlet?

I recently moved into a almshouse where they had only ever used a gas dryer - of course, mind is electric. I have found that there are two wiring spaces with capped off wires that were covered by a jammed screw plate. How can I tell if those spaces have wiring that can handle an appliance such as the dryer?

I've tried to reach electricans in the are to aggregate b regain look at it but no one has bothered to keep thier appointments with me yet.

Is it okay to use a outlet adapter for a large appliance that uses 120 volts, 15 amps?

I have only two-prong outlets in the range I need it in, but the plugs are both three-prongs. Is it okay to use an outlet adapter for this? The appliance is an infrared sauna.
(Also, it is a dry sauna, uses no be indefensible.)

Theoretically you should get your outlet updated by an electrician, who could also assess the condition of the wiring.

As already suggested, you need to attach the prong on the adapter to the fence plate screw. But you still don't "know" that it is grounded. Hardware stores will have meagre test plugs that will verify that the adapted outlet has a ground. They run $5 to $15 - get one. Check out your outlet, if the indicating deplane patterns say its ok, you are done, enjoy your dry sauna. If they indicate a problem, you now know you really need an electrician.

(And you aren't out $5 to $15 either, you can use that to restraint other outlets in the future, bring it when you look at other homes/apts,condo's, etc..)
